Secure Sockets Layer uses a form of encryption called public-key encryption to encrypt and decrypt transmitted data. Unlike secret-key encryption systems a public-key system uses pairs of keys. One key called the public key is used to encrypt messages while the other called the private key is used to decrypt messages. To encrypt a message to someone you must use their public key then that person will use their private key to decrypt it.
